iii. Would client recommend Offeror to provide services for a facility the size of JWA?
Nova Commercial has proved time and again that they are a highly competent Contractor capable of providing services for both small and large facilities. We highly recommend them to provide services to your facility.
iv. Describe any particular challenges that Offeror had overcome.
Our clients have differing security and access levels for their buildings. In many cases, outside personnel must be escorted at all times when Inside of a building. Nova Commercial partnered with the tenants to arrive at a servicing schedule that was beneficial to both parties, and did not interrupt the operations of the building. Nova Commercial was very flexible and responsive to the customer's needs. When dealing with numerous requirements for different buildings, scheduling can become quite challenging. Nova handled it with ease, keeping some of our most difficult tenants happy.
v. Describe any programs that the Offeror put into place that were particularly effective for the client.
Navy contracts are performance based, and the contractor is evaluated on maintaining the buildings at a specific standard. In order to meet our standards,
Nova established a program to continually educate and train their employees onthe use of their equipment. Nova provided their employees with the latestequipment available on the market to perform their duties. They also conducted safety meetings on a regular basis. By having well trained employees and well maintained equipment, they were able to perform their duties more efficiently.

QUALITY OF PRODUCT OR SERVICE: The Contractor meets and sometimes exceeds the requirments of the Statment of Work. They perform in a professional and timely manner. They are flexible with last minute changes and are customer service oriented.
SCHEDULE: The Contractor is very good at maintaining their agreed cleaning schedule and is able to exercise some flexibility in the schedule to allow the facility to accomplish unplanned last minute activities.
COST CONTROL: The Contractor is able to contain their cost. They perform according to the requirements of the contract.
BUSINESS RELATIONS: The company maintain very good communications with the US Coast Guard COTR and staff. When questions come up, we are able to reach them via phone or e-mail. They also respond to our needs in a timely manner. They continue to provide professional service.
MANAGEMENT OF KEY PERSONNEL: Management employs workers adequately to meet cleanliness standards of the base.
ADDITIONAL/OTHER: The company manages to meet the cleaning requirments of the facility at 2710 North Harbor Drive in San Diego, CA.
They are receptive to our needs and do the minimum requirements necessary to meet the contract requirments.
RECOMMENDATION: Given what I know today about the Contractor's ability to execute what they promised in their proposal, I probably would award to them today given that I had a choice.
